JC: an interesting Jellyfish!
Your cells can also be used in what ronk would (probably) call a Jellyfish with a remote fin cell. Since I almost never recognize the presence of a remote fin cell, seeing it was a surprise.

I found this puzzle to be a definite challenge; four steps was my best effort. I did find some involved steps that were fun but scotch at dawn is a little crazy.........
Here is a set of four that does the deed.
Kite (7) with pivot b5; r8c2<>7
axy-wing (18-9) vertex (18)r1c3 with fin (48)r1c7; r2c7<>9
If fin is true: (48)r1c7-(1)r1c7=r1c3-als(1=47)r79c3-(7)r6c3=r6c8-(7=8)r2c8-(8=9)r2c1;
axy-wing (18-6) vertex (18)r3c1 with pseudocell pincer (68) in b2q92 and fin(4)r1c5; r5c5<>6
